I would think indoor is better. My ROM would be in Sept which is wet season -___- though outdoors one look romantic

You might want to check out the restaurant/hotel at Ford Canning. You could take some lovely photos there after the meal.
For 10pax at $1k, you can consider Chinese restaurants such as Peach Garden but I think it might slightly exceed your budget.
As for myself, I do not have this worry in the sense that I will be holding the solemnization on the same day as my wedding.
